I don't think it is a waste at all!
First, it does look pretty cool. Aren't we as humans inspired by our surroundings? If a portion of public funds are to go to beautifying or otherwise building 'inspiring' structures, this fits that bill, right?
Secondly, the combination of technology and music in that sculpture is a pretty neat one. It is simple enough that most folks will understand it (above a certain age) and be able to interact with it.
Thirdly, through those interactions (if we are talking about motivating kids towards music) perhaps a young person will discover music (or technology) as their calling in life.
I think it is a worthwhile expenditure and I wish that something like that existed in a public space near me. I would see it as a bragging point and a discussion starter.
These are just my thoughts. No need for devil horns on this one, in my opinion.

I won't pretend to know if it's a waste of money or not, but it is pretty interesting looking.

Re: Sacramento airport tuba sculpture
Coulda fooled me. I thought it was a giant Fallopian tube!
I WOULD like to have that thing, though. I'd put at least four valves on it. Looks like the bugle might be a good candidate to become the contra F tuba I've been thinking about building.
Would someone please let me know when the airport declares it surplus and tosses it into the dumpster?

I don't want to set myself up as a definer of words (like the "Horn" world has done
) but I do have to wonder if that is really a tuba.
