Ebay is sometimes peculiar. However, these mouthpieces cost about $400 in certain shops.

I would imagine that it would be possible for the buyer to send this mouthpiece to somebody who makes mouthpieces and have a design made for approximately $200 of labor...

The thing on ebay isn't even a mouthpiece. It's not clear that it's a Monette anything either.

You are right, it looks like a monette blank but in reality it could just be a brass cylinder that somebody shaved down to give it that shape and size.

It's nice paper weight though...

You could also use it as a brass hammer (it's cheaper than this one):
