I feel your pain, it can irritating dealing with people like that.

The question: Is that person a jerk or just plain incompetent?

The answer: Usually I give them the benefit of the doubt and conclude they're incompetent.

THEN I make sure I not to act like them; I'm not perfect either.

It seems to me that it would be good business sense for them to go ahead and honor the original quote. Surely they would get $100 worth of good PR.

I've had similar experiences dealing with Anvil. It was long, drawn out, and ultimately resulted in buying a case from someone else.
