I am hoping to purchase a mute for my 4/4 Besson 995.
What are peoples' thoughts on tuba mutes. Which ones to buy? How to buy them? Where to buy them? Etc....

Being the proud owner of an oversized aluminium vase that I bought for a test piece only to be told by conductor that he did not want it used.
In 30 years of playing mostly in concert bands I have only seen Con Sord twice and on both occasions was unable to use a mute and nobody cared. The composer of the test piece was the adjudicator we were the only band not to use mutes on the piece and still won with no comment from the composer/adjudicator.
It is a long time since I played with an orchestra but when a mute was called for it was provided by the orchestra.
Your signature suggests that you are still in high school and unless you have a pressing need for a mute I would recommend spending the money on a master class or mouthpiece.
That been said to answer your question the Denis Wicke spun aluminium mute that I have works well with my Besson new standard Eb and my Wessex jb700.

If it is a practice mute you are after then search the forum as there are several threads devoted to home made mutes.

I would second spending the money on a good mouthpiece or something else that is a more pressing need than a mute. I have an old Humes and Berg straight mute that I bought many years ago, and after being used the grand total of twice in 40 years, it sits out in my garage with a 20 gallon trash bag over it to keep the sawdust, etc. out of it.

I use my H&B spun mute a lot, on jazz gigs. Why not? Trumpet and trombone players use 'em...but, I get a lot more use of the case, holding books or cables or electronic equipment or whatever I have to haul that fits well. I've used it to ship all sorts of things, but the mute hasn't been in it in years.
At least in the US, players are generally expected to provide mutes as part of the needed equipment. Since one mute does not fit all, you were lucky.
A high schooler really shouldn't need a tuba mute. If you're playing something in HS band that calls for a mute, you're probably in a high-performing band, or the composer is an idiot. In my opinion. Not a humble opinion.
Why do you want a mute? Is there a solid musical reason? Or does it seem cool? You won't think it's cool when you have to haul it around, especially in the cool case.
Where to get 'em? Google is your friend. Which one? trial and error. How? Credit or debit? You want fries with that?
