I was going to write; "you blow into the mouthpiece and operate the valves", but instead I'll write that i own two model 60I Conn double bell euphoniums, and they are fun to play. The one in the auction is a "New Wonder" model, I believe. The 60I model has both bells forward and has all five regular-action valves in a row.
Doug Elliott helped me find a setup that works wonderfully well with these horns.

Excellent advice- stick to the basics I always say.
I was wondering about the intonation a bit on these beasts, and I imagine it's not too bad. Some day when I have tooooo much money I will buy one just like this one. I like the 3 and 2 set-up.
