Can anyone tell by this photo whether this Reynolds Contempora is a BBb or Eb? If not how else can I find out? Thanks.

This looks like an Effer to me. The BBb versions I've seen have a huge recording bell.

+1. Without question. Too many loops after the valve section for an Eb.

+1 I borrowed one of these a while back. It was BBb and looked just like this one. Great intonation for a 3 valve!

How unwise of you!
It is a BBb based on the length of the 2nd valve circuit.

Say whatever you want. A tuner will say BBb.

The question turned around bit:
Are there any Eb tubas where the 3rd loop is as long as the outer loop of the main bugle?

Are you smarter than a 5th grader? The 5th grader will note that the 2nd valve loop is about 5" long on an Eb, and about 7" long on a BBb. Close enough for jazz.

I've played that model tuba: BBb.
