I don't think you'll find a great player who has never played a pedal tone, because to qualify as a great player they need to be able to play in all range extremes of the instrument. So I don't think you find a great player with great upper register who isn't also great at playing pedal tones also.

Ummmmmm. Maybe 1, but he doesn't like orchestra players or that silly RVW Concerto for Harmonica. Even my Dachshund practices his pedal tones.

I think you actually had the correct answer in your OP.

Players who are "great" in the high register tend to be the ones who seriously practice their instruments and put in a great deal of face time. Like you said, a beginner can't easily "fake" a pedal tone. Therefore, it follows that those who can will be the ones with more experience, much more face time under their belts, and consequently a stronger embouchure and better high range.

every player who develops a solid enough technique to be a professional, will at some point play at least one pedal note, of course!! and I think you will find that a player with great flexibility and accuracy in the high range will probably have the same in the low range as well. good technique is universally good across the range of the instrument.

but all players have their strengths and weaknesses, I think a player can be great at expressing himself with the 'standard' range of techniques without necessarily needing to use pedal notes.

by the way brian when I see your post these words jump out at me
to be great..one MUST...straight through the mouthpiece...mouthpiece in proper position...airstream...lip position

and I will tell you that pro players are generally not thinking about any of these things.
