Nah.....it's not that bad. The 4th valve is just "stuck" in the down/depressed position - you can see it in the rotor paddle as well as the linkage. It's "stuck", but not permanently stuck/frozen. It's just dirty and dry. The seller even says: "Three valves are moving easy and fast, the 4th valve is moveable, but not so easy.
