You will be unhappy with the density and durability of the pelican foam for your purposes.
I would visit your local hobby store and purchase sheets in the density of your choosing. While there pick up some velour and spray contact adhesive.
Foam cuts plenty easy with a sharp razor. Build up the interior in layers and glue together with the adhesive. Once satisfied with the dimensions 'pretty it up' with some velour.
If it were me I'd take Bloke's advice.
NOTE: many adhesives melt white styrofoam, might help to experiment with small samples before committing.

I've got a Jacob WInter case that came with one of my horns and they are very nice cases. You don't see them often for sale. Dallas Stage Design can do about anything, but they aren't cheap. They're off I-30 near fair park.
Opti-Case in Longview can do it as well, they are much more affordable.
I've had Dallas Stage do some work on my flight cases and they built the Dallas Opera's Cimbasso case. The guys in Longview gave me a VERY reasonable quote on retro-fitting a rotten Anvil case for a euphonium (the foam fell apart). I ended up not getting the case repaired.
FWIW, We have 16 opticase flight cases for our sousaphones out at A&M-Commerce, they're very nice.
Not much else in the D/FW area, I've looked. A lot of people do custom work but not for tubas, mainly keyboards and percussion. Good luck!
