The harmonic series of a CC is lower than an F <derp>, thus the point in the upper range where notes no longer "slot" securely is a musical fourth lower. Sure, you can play Bydlo on a CC, but it offers nowhere near the security of an F.

Depends on what you're looking for.

I never use an F tuba for anything other than getting an F tuba sound (and there are small and large F's of coarse). The difference in harmonic series gives it a different kind of sound than you get with a CC tuba (or a BBb). It's like comparing a baritone sax with a bass sax.

Of coarse in certain situations one might not even hear the difference. The choice is really a question of how you want to sound and when.

I don't believe in a very big difference in overall sound characteristics (timbre) between the two. It depends more on the overall size of the horn and the player, IMO.

The best, richest, warmest, most wonderful sounding tuba I ever had was a pre-180 Miraphone F. It also had the worst intonation of any horn I've played. I now mostly play a 3/4CC, which sounds more like an F (smaller) than a lot of Fs out there.

Sometimes F tuba fingerings work better for me than CC tuba fingerings.
