Saw this today striking paint job not sure of its origin though
Cant carry a tune but I can carry a tuba.

This sousaphone has been used in a "Guggenmusik" in Germany. You see often painted sousaphones at carnival. Often there is also a band name on it, unfortunately not on this. So, no idea of its origin.

I thought as well that it's in Eb, although the seller says it's in Bb. :D

It's definitely an Eb sousa but I don't think it's a Martin unless the bracing has been changed. The 'dummy tube' looks different from the Martin, too. The bits look Martin but here's what a Martin 'medium' Eb I used to own looked like:

Wrote the seller that this one is tuned in Eb. He replied that it definitely is in BBb.

Not first time a non-tubist seller has blown a single note on an instrument and then assumes that note is the root.

His attitude won't help him sell this instrument.
