I have seen a lot of Scandinavian tubas with split valve configurations like that. It would be a bit unusual to have one in L.A. around 1952, but maybe some prop guy just turned one up!

The old Danish F tubas from Gottfried or from Schmidt, both of Copenhagen, had the 1st and 2nd F pitch valves in the left hand and the 1st and 2nd C pitch valves in the right hand. The shift valve was the 3rd valve in the right hand. Kind of simplified double tuba in F & C. The 1st C pitch valve acted as the 3rd valve for the F side.
The tuba above here very likely is a pre-WWII Kruspe double tuba in F & BBb. A catalogue has it with a narrow flare bell front. Together with a front bell sample (with a slightly different wrap of the leadpipe and of the 1st loop) it may be seen here:
