Wow that sure isn't something I've ever seen, I'm probably wrong but the only thing I can imagine is maybe for one of the jumbo sousaphones, like a conn 48k or the Martin jumbos but I can't say for sure sorry :/

It matches the upper lead-pipe (neck) on my 1930 Buescher and that also has a 30" bell. I'd bet that it's Buescher.
