I think I remember hearing and/or reading somewhere before that an EEb tuba like the one in question was actually referred to as a "sub-bass" and that the in-family naming convention was:

Eb alto
Bb tenor
Eb bass
BBb contrabass
Eb subbass
BBBb subcontrabass

Of course, I don't remember where I heard it, but it made sense to me.

No, this is not a subcontrabass. It is merely a CONTRABASS EEb, just the same as a GG bugle is not a subcontrabass.

Why?

Because the standard Eb is a bass tuba (or tenor depending on how you look at it).

You could also say that anything pitched below the GG bugle is subcontrabass. The Eb bass tuba is pitched just a minor 3rd above the CC contrabass tuba. BBb and CC contrabass tubas are standard worldwide, used in many different types of music applications. So you
could argue that "contrabass" STARTS with the BBb tuba.

The GG contrabass bugle was only used in drum/marching corps, where everything else was pitched in G. Different standard. Those have apparently been replaced with BBb convertible tubas.

There is nothing "tenor" about Eb or F bass tubas. The first tuba invented (in Berlin, in 1835 -- an F tuba) was invented to be the true bass member of the brass family. Soon after, Cerveny invented the contrabass CC & BBb tubas, I believe.

Tenor tubas are pitched in the exact same range as baritones, euphoniums and trombones - an octave above contrabass tubas. So, it goes like this: Tenor/Baritone: baritone horns, euphoniums, tenor tubas, and trombones -- Bass: F & Eb tubas -- Contrabass: CC & BBb tubas -- Subcontrabass/subbass: anything below the GG bugle.

You are wanting to define "subcontrabass" as a full octave below the contrabass tubas, when the system doesn't work like that in the first place. Going by the "naming" system we go by, subcontrabass should be an octave below the F & Eb bass tubas, with the CC & BBb contrabass tubas between them.

It's all semantics anyway.
