I found the photo with no text associated. But yes, it certainly looks like double slides.

The bell wrap suggests inspiration from the buccina,
buccina.jpg
the trombone variant used in French military bands a couple of centuries ago.

This is very similar in proportion to a few BBb and CC double slide contrabass trombones. There are other similar examples in UK online museums.

Certainly more attractive than the Conn slide tuba...
