I once played a piece called "Tubas on the Run". It was pretty elementary but it did feature the tubas. Also, there's a piece featuring the low brass called "Rats, Bats, and Spiders."

Seems like just about anything by Claude T Smith, or Vincent Persichetti, "features" low brass at some point. Claude Smith seemed to enjoy writing for low brass choir, and occasionally divided the tubas and euphs for sonority.
Are we limiting this discussion to novelty pieces? Not sure what we mean by feature...

I believe anything by Claude T. Smith could be considered a "concert feature" piece. My high school band director knew him personally, from when Mr. Smith taught high school band in southwest Missouri, and we played a lot of his pieces in manuscript before they went to the publisher. The reason for the low brass featured sections and the odd-8 time signatures thrown in here and there was that, as told to me by my director, and having performed under Mr. Smith's direction at band camp one summer, he played french horn, and was always bored playing just the "pah" or the background harmony. So when he became a composer, he took steps to rectify that. He died way too soon.
