The March (first movement) from that suite would also qualify, with its euph solo.

Another one with some very prominent low brass is Clifton Williams' "Symphonic Dance #3- Fiesta". When we played it we had six tubas!

I kinda figured the Holst 1st & 2nd Suites were obvious. They're written for 'Military' wind band and are influenced by British Brass tradition. I saved a copy of 2nd Suite for my folder at home when we last played it. I use 'Fantasia on the Dargason' as a warmup when I have time before a community band rehearsal.

The band arrangements of Holst's Planets (Jupiter, Mars come to mind) are also good on the low brass if you've got the players.
Russian Sailor's Dance (again an arrangement for band) starts with a low brass feature on the main theme. PM if you need the arranger's name on this one, it's in my folder right now.
Elsa's Procession (again, arranged for wind band) does nice things with the Tuba and F-Horn sections too.
I'm sure there are more, I just can't remember then off the top of my head.

"Hammersmith" by Holst has some really great writing for both tuba and euphonium, and one should also mention the first movement (Epitaphs) of Morton Gould's "West Point Symphony" - the tubas take over the piece about 8 minutes in with a figure that takes superb lower range playing and is the foundation for the rest of the movement. If you have not listened to this piece for a while, I highly recommend it - both movements (Epitaphs and Marches) are well worth the time.
