Try experimenting with an inner telescoping tubing, horn-style. Female tube must fit inside the opening of the mute. There hardly are any standard cardboard rolls that will do this, but then roll your own custom tubes from that kind of heavy paper we use to make Christmas hanging mobiles or for Christmas three baskets.
My horn mute was not tuneable, as it only had one tube. I made the the inner tube from cardboard, and it worked as expected.
