At least previously they had a very good reputation for their double tubas.
Probably they know anyone for sale.

Not sure if this helps but here is a pretty good looking double sousaphone for sale on ebay, less than 500$.

This is not what he's looking for. He's looking for a tuba that plays in both keys, similar to the way a double horn is set up. That sousa is from India which is notorious for making horrible instruments.
