says pre-registration is necessary, but the link does not work, and the "general inquiries" link doesn't either.

Seems to be working right now. Remember, you must complete it within 8 minutes or it goes away.

Turns out that my computer remembered last year's registration link instead of displaying the current one. After I refreshed the page it worked.
