Ah. The plot thickens. You have presented another piece of the puzzle consistent with the picture. If the sending unit is rusted, you could be pulling air from the top of the tank instead of liquid from the bottom of the tank. If it is clogged with rust, the float arm is often also clogged with rust. Ask me how I know.

A good point about the farm lobby, Rick...but at least the farmers are getting some use out of the corn they were subsidized not to grow for so long. They're good people, and even they didn't much care for the idea of getting paid not to grow crops. But I'm not sure how having to actually grow corn instead of getting paid not to is better for farmers, or why the farm lobby would fight for that.
My thought is still that it's really good for the oil companies to add 10% (or so) ethanol. They can buy the ethanol for much cheaper than they can make gasoline from crude. They then "water down" the gasoline with the less expensive product and raise the price in line with rising crude oil prices.
