For on-line music services, eMusic seems to connect with the low brass player better than some of the others. Most of the Naxos catalog and a good representation of the Summit Records catalog is there as well. Format is the standard variable bit rate MP3 so works on everything, subscription rates are reasonable and the music still works if you end your subscription. Starter kits are available at Circuit City including a free RCA MP3 player. (and no, I don't have any financial connection with them.)
In addition, there is a lot of material available for download from the United States Marine Band website.

The rules have changed a lot from when I was in the service. I am not exactly sure how it works, but the Army, Navy, Air Force, Marines, or Coast Guard get a reasonable share of the profits.
Yep, gone are the days when you could write a letter to the Bandmaster of a military band and ask for a free recording. (I used to be the one to type the reply letters for my Army band!)

Ummmm,
This appears(?) to be a re-release of stuff that is or may be in the public domain. From what I understand(huge caveat, there, I may be WAYYY off base), once a military band releases something, it is in the public domain. Record companies can then re-arrange the tracks and re-release it. As for the legality of it, no idea... I'm fairly sure the USMB isn't getting didly-squat from the sales of this disc, but I don't know for sure. This appears to be a collection of tracks from at least 2 of our more recent releases.
AFAIK, educational institutions can still obtain CD's by providing a request on school letterhead. These are the actual releases that are produced with appropriated funds.

This site contains contact information for our Public Affairs Office, who can answer any and all questions with a great deal more authority than I can! I'm just going on my failing memory on a Sunday night. Remember, I'm a tuba player, I have a locker, not an office!
