In several labs I've worked in as a student, the flow hoods (protected places where a sterile environment must be maintained) have had UV lights installed in them. The SOP included leaving the UV light on for a minimum of 15 minutes prior to working in the hood as a first step in the sterilization of the flow hood.
I'm fairly sure that the UV light in the labs I've been associated with have done what they were designed to do; as a result, it wouldn't surprise me if somebody had tried to reduce that to a hand held device. That said, will I buy one? No.
I my spare time I am a Masterstudent in molecular biologi. UV-light introduces damage in DNA molecules. That is why one can kill bacteria with UV-light. Enough DNA damage and the organisem dies.
It is also why one should wear sunscreen when beeing in the sun. The UV radiation will cause DNA damage in the skin and eventually cause the skincells to die. That is partially the reason why one gets sunburn. And some times the mutations caused by UV radiation will cause the cells to grow wild, and thus become cancercells.
As others say, UV light does penetrate very deep, and that explaines why it only causes skincancer. Now try some stronger radiation, X-rays or some kind of high energy nuclear radiation that WILL penetrate the body and cause cancer in the whole body............

Even if this thing works (which I doubt very highly) I cannot get around the advertising claim that I can use this as a Star Trek phaser-type dealie to kill all DNA-based organisms. I am an organism and live in fear that my crazy neighbors might decide to shine one of these my way and wipe out me, the wife or the cats! EGAD! RUN! UV lights! RUN!
And if the microorganisms are wearing sunblock, the UV light would probably just annoy them, anyway.
