It's the Philip Sparke who has written many, many fine compositions for British-style brass band, concert band, other ensembles, and solo pieces.

Was very fun! Really enjoyed it 
I used my York Preference EEb (but the bass clef part :p)
Last year one of the pieces I played was Martin Ellerby's Tuba Concerto, that was quite fun too and similar kind of thing, have you played it?
When I get the track from the guy who recorded it for me ill post it
