Arkansas Tech has a copy. I'm pretty sure they have only played it once (so it might be hard to find). They played it back in the day when Ed Owen (i'm pretty sure) played tuba there.

I actually played this piece (with band accompaniment) as my senior solo piece in my high school's final concert. I could put you in touch with the director if you would like, I'm sure he would be more than willing to work something out.
