Hello,
I am in the market for a 4 valve euphonium, and I have a budget. I have heard about the significant improvements in the quality of jinbao's Instruments and I am wondering if anyone has played one of these horns and what they think of them. Wessex's website looks pretty legitimate, but I know there are other retailers out there and I would like to hear about people's experiences with them. Does anyone in the Portland, Oregon area have one that I could try out?

If you look on Dave Werden's site (http://www.dwerden.com/forum/forum.php#.Uw9HKuPN2Xc) you will see at least a couple of lengthy threads devoted to discussion of these instruments and the experience various people have with them.
As you can see in my sig, I have a Mack Brass version of this; and I recommend these very highly (modulo some minor issues with build quality compared to a $5,000 instrument).
