FackelTanz is German for Torch Dance. There are several pieces that bear this title. I'm not certain which, if any would have been done by the Sousa Band. Here are some links to a few:

I seem to recall a method book that I used when I was very young had a tune in it with this title. I have no idea what book though.

The one played by the Sousa Band was definitely composed by Giacomo Meyerbeer. Here are 2 more links that may be of value:
