This poor French survivor belongs on a wall at an Applebee's.
The tight tuning slide before the valve block is a real deal breaker. Even if this tuba were in perfect playing condition, the low register would likely be stuffy with a weak or useless privileged A-flat. With three valves, you're going to need all the utility you can get from that "false" A-flat.
Old medium- and Monster-sized E-flat tubas in like condition from premier American builders cost just a couple hundred bucks or so and could turn into something useful once serviced.
