The effective bore size should be considered as meeting the spirit of the law. Therefore, since the leadpipe on rotary tubas is much longer than front-piston valve tubas (to say nothing of upright valve tubas with direct leadpipes), therefore, as an administrative interpretation of the application of the law, the .768 and .770 bores of such tubas that meet the Miraphone 186/7/8 valve block configuration have effectively the same bore size at the same distance from the receiver as the direct-leadpipe piston valve .748 tubas, and therefore meet the mandated criteria and are exempt from the "cash for clankers" program.
