"4 valve rotary tuba"
Looks like a B&S or maybe even one of those carl zeiss "master modelles". Definitely looks like a C from the bugle length.

Thanks for the verification Dan. I thought it looked like a B & S stencil. It is on auction now. Will be interesting to see how it ends up.
