I had never heard of this. No wonder either because I bet almost nobody can play it. I don't usually like ultra-modern things but am at least impressed with the playing in this one. Am assuming it is a piston F tuba.

Yeah, it looks like a Yamaha YFB-821.
It's a really jammin' tune, one of the ones where I remember where I was when hearing it for the first time: about 10 years ago at the ITEC in Cincinnati with Carolino performing with the local brass band. I went right out to buy his CD that included the concerto.
There are actually a couple of recordings of the tune that have sprung up over the last decade. If you search for it on YouTube, you can find renditions with piano, brass band, concert band, and orchestra.
