Dose anyone have the tuba/ophikleide part to Berlioz’s Symphonie Fantastique in a PDF form or some type of document that can be sent over the internet?

Easy - right click and do a "save link as" on each of the following links on your hard disk. They'll be *.bin files. Rename each to .sib files and use Sibelius to open them. They appear to open with Sibelius 2 on my system:
