The best answer I've gotten on this to breathe more often, so that you don't have to fill more than half (or even a quarter) of your lung capacity.

But I also have real trouble turning my breathing muscles around quickly. I think the main issue is that I let my lungs get too empty in the first place, which requires me to undo a lot of what I had to do to expel that botton third of my capacity.

Jacobs described it in his 1973 master class, which is recorded and available in the Tips section of this site.

That first eight-rest-breath is (even though you only get halv your capacity) enough to make your body relax, so if you take another breath right after that first one, after only playing a couple off notes, you will complete the breath and reach full capacity.
