My teacher just recommended a piece to me, and she couldn't remember the actual title or composer. The best she could remember is that it had the word "Whales" in the title, and was a tuba & tape piece. It also included using several extended techniques to mimic the sounds a whale makes. Yes, it does. Sadly, I cannot recall the name of the piece but I remember hearing it discussed. Elegy for the Whale is a cetacean tuba solo, but not the one which you are referring to.
The piece is "Whales for Unaccompanied Tuba" (1976) by I. Mitsuoka. It's actually a pretty cool piece. The entire thing is done with half valve glissandos and sustains imitating the whale song. It might be out of print. I have a copy so let me know if you can't find it.
