The Mason Gross School of the Arts at Rutgers University is one of the better schools in the university, and very well regarded internationally. They have a nice, well equipped facility in downtown New Brunswick. I suggest contact Scott Mendoker (tuba faculty) and talking to him directly, but I think that he would be a good person with whom to study.

Hey,
Scott is a great teacher, I have said before that without his help (and the amazing Paul Scott) I would have not gotten into grad School at Eastman or have any sort of musical performing career. I studied with him privately during my undergrad, so I can't say how the school itself is, but whenever I went down there, I was always impressed by what I saw in terms of the facilities and the faculty is really good there. Last time I checked, David Sampson (trp.), Doug Powell (tbn.) and John Rojak (bass tbn) were teaching there, along with plenty of other well know NYC musicians (that I can't remember right now).
Rutgers is in New Brunswick , NJ, it's a college town and I used to go there on weekends just to hang out. It's only an hour or so from NYC and not all that far from Philly. It's also a beautiful part of my home state (sniff) with lots of agriculture in the nearby towns and not far from the Jersey Shore. Man, I miss New Jersey!
The studio always seemed to have some really good players there {Chris Olka (Seattle), Paul Mergen (marine band) Jim Cipriano (Army bandsman) just off the top of my head}. Some of the ensembles can be heard on CD:
