Some outfit in Arizona picked up a lot of The Brasswind's "B/C" stock recently. I spoke with a friend who just received the little Weril 3/4 BBb for about $1500. It needs a little work (like adding the water key on the first valve slide that they somehow forgot and resoldering a bad slide joint).
Unless anyone here remembers the name of the place, I'll try to run it down for you. You might be able to find a pretty good deal for your student there.

I bought my horn from Mr. Fedderly at Baltimore Brass. The dealings were very reasonable and he was helpful. I just checked their site and there are a few interesting tubas on it including a conn 52j that is used but looks really new. There is also a miraphone 184 that looks old but who knows, you might love the sound, and it's a 5 valve CC for under 4000 bucks. Best of luck!
