I think the biggest Southern California high school marching band is Arcadia High School (from Arcadia). They are small compared to Allen High School in Texas with only a little less than 400 in the band.
Last I saw of them (on the street--they still do military street competition in California), I believe they had maybe only 15-16 sousaphones.

If I am correct in this picture, there used 15 for the President's Inauguration last year (11 in one rank and four more in one of the ranks behind).

My college band was between 100-145 through 5 years. We marched between 3 and 9 sousies. The year we had 3 we had just as much sound (and really good tone) as the next year when we had 7. The year we had 7, only 4 of us were tuba players. The rest were converts from the picc. and sax sections. The year we had nine, 7 of us were tuba players and 2 converts.

In high school, we marched 2 to 3 tubas in around a 60 member band.
In college, we have marched anywhere between 15 and 20 sousas for a 200 to 225 member band on any given year, depending on how recruiting went the year before.

NOT ON A COLD DAY IN HELL!College: average 280 in band; average 20 tubas with an electric bass on the sideline
Although, JMU in Harrisonburg, VA MARCHES an eletric bass. Dude has a wireless set up and marches around with the band with two guys pushing his amp stack around behind him (generator powering it of some sorts). Still, thats really dumb. Doesn't really add all that much. And I say this not just as a tuba player but a bass player.
My high school had about 120-140 kids in the band with 5-6 sousas every year.
Here at Virginia Tech we march 330 with 20 sousas.
