The one time I did it, I dug out the area and put rail road ties down.

You'll be fine for many years. If the shed is going to be moved in the future, then I would not throw down gravel. That stuff SUCKS to have to pick up later and move. I would at most get a flat place to put the shed then lay down square paver stones flat under the skids. You can use shingles as shims to level as they will not rot either.

A longer term location for a shed should probably have at least some rudimentary escavation to allow drainage. The drainage helps with not just rot but also settling and frost heave.

But honestly, if you just want a place to keep the mower and some tools, then a skid foundation on pavers is just fine.
