Electronics of this type have always struck me as being like copyrighted tunes... You can "prohibit" their unauthorized performance without payment, but anyone with an ear can play it, or at least quote it, anyway!

I think 'breitbart.com' made a mistake... they meant the 'U.S. Congress'.
