I am trying to upload my avatar. But I don't know how to resize it and make it less that 35KB... HELP!?!?! I tried to do it on google's photo editing softwere, Picasa2 and paint (but paint just cropped it when I tried to resize.

Hi Richard,
I use, "Easy Thumbnails". It's Freeware and only about 1 meg in size. You can download it from numerous places... here's one:

You can specify width / height as well as file size.

You can do it with MS-Paint. Find out what size the image actually is with the 'attributes' command. Then figure the percentage of reduction and use the 'stretch/skew' command.
