That has to be the most honest appraisal by a seller I've ever come across. If I lived in a tiny village I would consider such a vehicle.

So long as you keep the engine displacement to 49cc or less, and gear it so it won't go over 35mph, it doesn't even have to be licensed in Missouri. But you do, if you drive it on the road.
