WTF does WTF mean?

On a serious note, I observed a MS license plate today that read:

"OMG WTF"

This was a standard plate, not a vanity plate. WTF is up with Mississippi standards?!

That reminds me of a line in Duck Tales (with Donald, Uncle Scrooge, the nephews, etc), where they were visiting with their favorite superhero, Captain Courage. At one point, he goes, "When it comes to courage, I'm full of it!"
