Is there any way to post a link to a PDF file on Tubenet through some free site. Can I do it without paying for my own web page?

I'm pretty sure that they accept PDF files.

Check out Primo PDF. It is a free PDF writer/reader. I believe that you can also create a photo file(ie. JPEG) with it.

Try this site. They give you free storage up to 25GB, and will host almost anything. However, you can download stuff from there only up to 10 MB for free. They will host it if you put it in your "hosted" folder, too.
I think I might end up as a grumpy old man when I get old...
