This looks like it's from the Hoffnung Festival in the 50's. There was a composition by Gordon Jacob written for what you see there, called "Variations on Annie Laurie" or some such. Cool piece. Hurdy gurdy, Piccolos, Harmonium, and a pile of everything low which takes wind - Subcontrabass tuba even, played by Hoffnung himself (seated right, I believe...)!
