Lacquer wear from a chem. clean

the university i attend just had the tuba that i use cleaned. (it's a B&S pt-6p) when we got it back there were spots all over the horn where the lacquer is gone now....it was perfectly fine when it left....the repair person said that sometimes cheap lacquer will corrode when it gets a chemical cleaning ( he said it happens all the time with jupiter horns) and i was wondering from those repair guys if thats true for the B&S horns or not??
