I think you may have confused it with the other "P" word from Stravinsky: Petrouchka.

WOW, I am TOTALLY without clue. I have talked to 3 people in the past hour who had no idea that Stravinsky wrote a tuba part to a work of this name at this date, nor does Daniels list it in his latest edition of "Orchestral Music". A quick check on Amazon lists NOTHING. I am greatly intriqued. Are we sure this is not a typo or is there a new Stravinsky discovery that hasn't been announced. Fascinating!! AND Vaughn-Williams 6th? Just pulled out my Petrouchka (Petrushka) score, version 1911, and the rehearsal numbers mentioned for the audition line up with the standard tuba excerpts.
I would assume its a typo, but then you know what happens when one assumes . . .

I believe that there was a cut and paste job from the violin requirements where they obviously copied the wrong Stravinsky piece from that repertoire.
Just an observation and a word to the wise when copying and pasting. Been there - done that.
