It looks like a B&S PT-1 BBb stencil...except the PT-1 is listed with a 19 1/2" bell, not a 17 1/2". I hope this helps.

It certainly looks like a B&S 3103/PT-1 - also known as the VMI 103. The fact that 103 is mentioned in the listing would seem to confirm that. The serial number also sounds right for a B&S tuba. Incidentally the 3103 bell is listed as 480mm - just under 19", but not to say they have not been made with smaller bells in the past?

What's the reasonable value of this horn? Seems to me like this would be a really good horn and much better option then any of the new Chinese horns.

I agree, it would be a good value, if it IS what others seem to think it is. It sure looks like a B&S PT-1 (VMI 2103). Is everyone positive on that?
