Granted, I don't play anymore so I may be outa of some cosmic tuba pricing loop, but is this really a fair price? For the condition it seems on the high side of steep.

Yes, I agree with you. You can pick up a brand new European tuba for about that amount or maybe a tad more.
Beginning again to be a tuba player.

This is a one of the old model "symphonie" B&S F tubas. And this one is the 6v version. Some people regard these highly, also here on this board. These tubas tend not to be for sale very long when they show up.
