One of the nice things about emails is that they can be ignored much more easily than phone calls. I would suggest you just ignore, or become slower in responding to ease the burden of such a persistent person

Reply to the email with 2 words: Call me.
That will always separate the serious inquiries from the bs emails. A phone call requires *them* to take time, during business hours, to find a time/place to call you and ask these seemingly life and death questions.
If the person is seriously interested in your services, s/he will make that effort. If not, then that filter has successfully been applied.
