You should definitely try to get your hands on the new Kanstul Model 80 F tuba. At a masterclass given by John Van Houten last week, the consensus was that it had a better, more soloistic sound than the Petrushka and that the low C was the best on any F tuba. Those comments come from John and his students and not from the Kanstul sales manager. I've tried a PT10, but found that it was too stuffy below f just below the stave (although it was amazing from that note and up)
I've tried a couple of PT15s and found them to be a little better, but still feels more of a compromise all over.
My favourite F so far is the MW 45s-lz that my teacher has - to me it seems to have a great sound all over, as well as being nice and open down below. The only problem is that it costs a little more than I was hoping to spend.
Are there any other suggestions based on my findings so far? I'd also welcome comments on the 'Firebird'

^ I'd love to try the Kanstul tubas. I have heard very good things about them. I have yet to see one here on the East Coast though
I would especially be interested in their BBb tubas. It's refreshing to have some great high-quality tubas made here again

WARNING: HIGHLY OPINIONATED MATERIAL FOLLOWING!!!!
The best piston F tuba for the money these days is the Yamaha 822, if you want a large horn. For a small, solo F tuba, the 621. PLIUS both these horns come with a hard, airplane-ready case. Admitedly, the sound is a bit PLAIN, but for most situations, these are great tubas. If you like the 822, but want something with more character, I can suggest the Gronitz PF-125. All of the great things about the 822, but with more color to the sound. I have played several Hirsbrunners that I like as well. As for rotary F's, I like the Gronitz FZ-127 or the large Mirafone 181-6U (I prefer the gold brass version of this tuba). I like the Kodiak, but there were design problems for me on this tuba, easily remediable. For a light, small F tuba, NOTHING beats the Alexander sound. Again, I prefer gold brass.
Having said that, many GREAT players play instruments by other builders and mine is only one man's experience.
If I might suggest, play everything in your price range and purchase the tuba that SOUNDS the way you like it. Try not to be swayed by maker, or type of valve.
